Funding Working Group Highlights Growing Pressure on Civil Society Funding in Europe

The Funding Working Group of the European Network for Citizen Initiatives in Global Solidarity met on 8 October 2026 to discuss recent developments in the European funding landscape and the implications for organisations working on global citizenship education and international solidarity. Participants from Denmark, Hungary, Italy, France, Catalonia/Spain, Poland, Belgium and the Netherlands exchanged national updates and explored future funding opportunities.

The discussion confirmed that funding environments are becoming increasingly challenging across Europe, with growing competition for resources, uncertainty about the future of the DEAR programme, and significant changes proposed under the next EU Multiannual Financial Framework (2028–2034). At the same time, participants identified continued opportunities through CERV, Erasmus+, Horizon Europe, philanthropic foundations and new forms of consortium-based collaboration.

A key conclusion was that organisations working on global citizenship education and international solidarity will increasingly need to connect their work to themes such as democracy, active citizenship, civic participation and democratic resilience, while maintaining a strong international perspective. The group also agreed on the importance of continued advocacy for the future of DEAR and stronger cooperation among network members in fundraising and proposal development.
